Senior Quantity Surveyor – Water Utilities

Salary: £65,000 – £80,000K plus attractive benefits package or contract £520 per day (outside IR35)

Full-time/Hybrid: 3 days based onsite

Our client, a global independent consultancy requires a Senior Quantity Surveyor to join their team on a major Utilities programme based in Hampshire. As a Senior Quantity Surveyor, you will work with various contractors and subcontractors, providing Commercial expertise with a focus on claims/project delivery. The Programme is working under the NEC3/4 forms of contract.

Key Responsibilities:

  • Support Project Managers in ensuring projects remain within budget.
  • Validate project costs during NEC target price contracts and OCI design phases, advising on value engineering.
  • Assess project changes and recommend optimal risk mitigation strategies.
  • Audit contractor cost collection systems to ensure accuracy and compliance.
  • Measure progress and earned value, collaborating with contractors, Programme and Risk Managers, Supervisors, and Project Managers.
  • Scrutinise contractor submissions, including programmes, payment applications, compensation events, and early warning notices.
  • Maintain configuration control of target price contracts, KPI performance incentives, and pain-gain share values.
  • Conduct risk evaluations to support Monte Carlo risk analysis.
  • Proactively manage and resolve potential disputes.
  • Develop the lifecycle financial model for seamless transition into operations.

  • Strong communication and relationship-building skills, working effectively with clients and contractors.
  • A systematic, analytical mindset, able to evaluate complex data and present solutions clearly.
  • Ability to work to deadlines, maintaining a strong focus on quality and results.
  • Excellent analytical skills, with experience in writing decision support papers and progress reports.

Qualifications & Experience

  • Bachelor’s degree in Quantity Surveying or a related field.
  • 5+ years of cost management experience on major civil infrastructure projects (experience in the water industry or major earthworks is an advantage).
  • Extensive experience with NEC contracts (essential).
