Managing change on major infrastructure projects is rarely straightforward.
For Quantity Surveyors working under NEC3 and NEC4 contracts, effective change control is about much more than tracking variations and agreeing costs. It requires a proactive approach to contractual administration, cost forecasting, risk management and communication.
A few key areas every Commercial professional should be focusing on:
Early identification of change: Recognising potential changes as early as possible is essential. Whether it’s a design development, a change in scope or an unforeseen site condition, early identification allows the commercial team to assess the implications and take appropriate action.
Contractual compliance: Understanding the compensation event process, notification requirements and contractual timescales is fundamental. Poor administration can lead to missed opportunities, unnecessary disputes and increased commercial risk.
Accurate cost forecasting: Change control should provide a clear picture of the potential financial impact on the project. Maintaining an up-to-date change register and regularly reviewing anticipated costs are essential to effective cost management.
Programme and commercial integration: Changes rarely affect cost in isolation. Working closely with the Planning team to understand programme implications, potential delays and resource requirements is critical when assessing the wider impact.
Managing the change register: A well-maintained change register provides visibility of notified, quoted, implemented and outstanding compensation events. It should be a practical management tool, not simply an administrative exercise.
Proactive commercial management: Experienced QSs need to look beyond individual compensation events and understand their cumulative impact on the overall project forecast, target cost and commercial position.
Effective change control isn’t just about managing what has already happened. It’s about understanding the potential impact of change and protecting the commercial position of the project.
